What is a Bond?

Local bond measures generate funds for repairs, construction, or replacement of school and community college facilities. In a bond election, voters that live in the bond area decide whether to authorize a school or community college district to issue bonds in a specified amount. After they are issued, bonds are paid back, with interest, using funds collected through property taxes.

One bond measure may result in multiple line items appearing on your property tax bill. Typically, schools and community colleges do not issue all of the bonds approved by voters at one time. They are often issued in multiple “series” over several years as needed to complete projects. Each series may appear as a line item your tax bill. Additionally, like refinancing a home mortgage, the West Hills Community College District refinances its bonds into lower interest rates when a bond is eligible. The lower payments that result from refinancing bonds are passed directly on to taxpayers in the form of lower property tax payments. What is an SFID?

A School Facilities Improvement District (SFID) allows a bond to affect only a portion of a school or community college district. Only voters within the SFID boundary may vote on the bond, only property with the SFID boundary is taxed to repay the bonds, and bond funds may only be spent on projects within the SFID boundary.

The West Hills Community College Districtwide Area covers portions of Fresno, Kings, Madera, Monterey, and San Benito Counties. The district’s SFIDs are:

  • SFID #1 Firebaugh Area (includes Firebaugh, Mendota, San Joaquin, Tranquility, and the surrounding communities)
  • SFID #2 Coalinga Area (includes Coalinga, Huron, and the surrounding communities)
  • SFID #3 Lemoore Area (includes Lemoore, Riverdale, Avenal, Stratford, and the surrounding communities)
