In the June 2008 election, West Hills Community College District was successful in obtaining authorization from the voters within School Facilities Improvement District No. 1 (Firebaugh Area) to issue up to $11,800,000 aggregate principal amount of the District’s general obligation bonds, pursuant to a 55% vote. The election was conducted under Proposition 39, chaptered as the Strict Accountability in Local School Construction Bonds Act of 2000, at Section 15264 et seq. of the Education Code of the State (“Prop 39”).

Measure Q provides financing for long-term construction and facilities improvement projects within the supporting communities of the SFID. Property owners pay less than $25.00 per year per $100,000 of assessed valuation of their property.

The election was conducted under Proposition 39, chaptered as the Strict Accountability in Local School Construction Bonds Act of 2000, at Section 15264 et seq. of the Education Code of the State (“Prop 39”).

  • The purpose of Measure Q is to improve the quality of education through the construction of new instructional spaces, renovation of existing instructional spaces, acquisition of land, upgraded energy efficiency, upgraded access to computers and technology, and establishing the District’s eligibility for state matching funds.

  • School Facilities Improvement Districts (SFIDs) are an option for school districts in California for specific projects within a school sistrict. They allow a district to design specific “assessment” to address the special needs of the specific communities within their boundaries. Part of the SFID process requires specialized land surveying and mapping services to create these new districts. School Facilities Improvement District No. 1 (Firebaugh Area) consists of Firebaugh, Mendota, San Joaquin, Tranquillity, and the surrounding communities.

  • Measure Q costs property owners less than $25.00 per year per $100,000 of assessed valuation of their property.

  • Pursuant to Section 15278 of the Education Code, the District is obligated to establish a Citizens' Bond Oversight Committee (CBOC) to satisfy the accountability requirements of Prop 39. The Committee does not have independent legal capacity from the District.

  • The purpose of the CBOC is set forth in Prop 39, and the bylaws are specifically made subject to the applicable provisions of Prop 39 as to the duties and rights of the committee. The committee shall be deemed to be subject to The Ralph M. Brown Public Meetings Act of the State of California and shall conduct its meetings in accordance with the provisions thereof. The committee does not have independent legal capacity from the District. The Citizens' Bond Oversight Committee does not make decisions regarding the use of SFID funds, but does inform the public of bond revenue expenditures. Please see the committee bylaws for further information regarding the responsibilities of the committee.
